Could you type about:config in your browser and in the filter field
enter nglayout.enable_drag_images and tell me if the value is true or
false.

drag and drop bookmarks sometimes doesn't work

Same problem here.
I was dragging some Bookmarks from the Bookmar Toolbar into a new folder on the
Bookmar Toolbar. The first bookmark moved correctly, but then no other
bookmarks could be dragged.
Tried dragging using Organize Bookmarks, but they would not drag and drop there
either.
So I trie
