But this file isn't created neither on OEM installation. How package
canonical-census knows how it is installed on OEM system? So, Canonical
can be make example of this file.

For now census is for OEM installations of Ubuntu. If Canonical wants to
acquire information from manual installations, they will be create
census for them.

I guess this is a non-issue as census is targeted at OEM installations
(which will most likely contain the mentioned file). As far as I know at
least.
