Public bug reported:

When choosing "apply system-wide" using the button or upon exit, gnome-
network-properties shows two PolicyKit authentication dialogs (pkexec)
so I have to enter my password twice. This may not be a technical bug
but it's a user experience problem and is quite annoying.

Please note that although I've set "timestamp_timeout=0" in the sudo
configuration file to never have a grace period, removing it and hence
allowing the default grace of 15 minutes does *not* stop this issue from
occurring.
