Hmm...I'm pretty sure lucid is supposed to do that too...maybe you
upgraded that from a previous version and the settings got migrated?

If I killall gnome-screensaver and then suspend/resume, the screen isn't
locked on resume.

Done a little more looking into this. Screen blanks by power management
(ie, lid open, no key/mouse input for five minutes) don't cause lock to
activate.
Suspend-->Resume (ie, close laptop lid, wait, re-open) does cause screen
to lock.

When returning to the machine after inactivity, I'm asked to enter my
password to unlock the machine.
"Lock screen when screensaver is active" is unticked. Screen is still
locked.
"Activate screensaver when computer is idle" is unticked, but screen
