I've tried this with eg.

manager/frp/+translate?batch=10&show=untranslated (i.e. no existing
POFile in the database), and the problem seems fixed.

Right, it happens with POFiles without any work done yet. Once you do
the first submission, the problem is not there anymore.

There are only 96 strings, so having 202 untranslated doesn't make any sense.
It happens with the Gaelic translation too.

thanks for your bug. That seems to be a rosetta issue rather than a
package one, closing that task and opening a rosetta one
