Feisty comes with version 1.2.4a (stable branch) rather than 2.x (beta
branch). The version in Feisty does not include the
create_global_tags.sh script. So the bug can be considered fixed for
Feisty.

Seems to be triggered by the shift from bash to dash as the default /bin/sh.

Solution: change shell in line 1 from /bin/sh to /bin/bash and add bash
as a dependency.
