The panels are a component of gnome-panel, not nautilus.

Try running the following in a terminal (Applications - Accessories -
Terminal).
mv ~/.gconf/apps/panel ~/.oldpanel
gconftool-2 --shutdown
pkill gnome-panel
This should restore the panel to default.
