Agree that all three windows should be in the bounds, but I still
want/need to receive gestures on the root window to catch unity ones
where the use might be doing them on the desktop.

I should have stated the bug better. Unity should listen on the root
window for environment gestures and on individual windows for window
manipulation gestures. Right now Unity listens on all windows for window
manipulation gestures, which means we can move a window even when
touches occur in
