created, they have the extension .part, then are renamed to have the
extension .mp3. Banshee first sees the .part extension, believes the
file is in some format that it can't render, and doesn't change its mind

I'm also encountering this problem. I'm not sure what else I can say;
the extension is enabled, and I am putting files into the main music
library directory. Banshee just never seems to check for new files, even
after restarting.
How does library watching work, anyway? Is it meant to be realtime,

How does library watching
After a recent update, the problem seems resolved for me. Songs added to
the source folder are showing up in the banshee library.
