This bug was opened as a feature request in 2006. The first part and
most important portion of the feature request was making NM aware of
kill switch transitions. This was implemented a long time ago, and
hence the bug was marked as Fix Released.

Decide what one thing you want, and open an upstream bug. Then link it
to this bug.
Honestly, I would go with #1. That's a legitimate bug, and one that was
supposedly solved.

Actually, upstreams bugs are normally opened by whoever wants the bug
fixed. ;-)
I'll help you out since I want NetworkManager to become robust and get
included in a future Ubuntu. (And having a thousand stale bugs doesn't
help that occur...)
