http://www.ubuntu.com/ --> Support takes you to http://www.ubuntu.com/support which has no links to https://launchpad.net/distros/ubuntu/+tickets however if you click the "Community" link on Ubuntu.com it takes you to http://www.ubuntu.com/support/free which does have a the ticket system listed right at the bottom of the page as "tech support system". Assuming a user has just installed Ubuntu and they have a problem with an application, they might look for support. It's a little hard to find the free technical support on ubuntu.com.
