great, closing the bug now then since that's not a gnome-panel issue,
there is some other bugs about it not being installed on upgrade though
it's a recommends of the indicator-applet and the dist upgrader should
do the right thing

No. It wasn't installed.
I installed indicator-sound, and readded Indicator Applet to the panel,
and now I see the volume. Thanks.

Didn't do the trick for me. The applet didn't contain any volume stuff
when the indicator applet was readded.
