I'm not sure if this bug is in Empathy or mutter, but it's one of the
two.
When Empathy and mutter are running, every now and then mutter will
restart, and a new application indicator for Empathy will be on the
panel.
This happens in Ubuntu 10.04 and 10.10 (gnome-shell) and Ubuntu 10.10
(Unity).
