The cause of this bug is that evolution-common is not removed when
Evolution is uninstalled. The non-removal of evolution-common by the
Software Centre has been identified as the cause of a couple of bug,
apt remove only evolution laying installed evolution-common.

Which package did you removed? I've removed evolution-common and
evolution and it indeed removed the evolution-settings binary.

After uninstalling Evolution,
I uninstalled using the software center. Using synaptic to remove
evolution-common does indeed fix the problem. So I guess the correct bug
to file would be Uninstalling Evolution from the software center does
not remove evolution-common?
