This was filed against the wrong driver package. -keyboard is no longer
maintained; keyboards are managed via the -evdev driver now. However
this sort of sounds like a bug in the capplet (or else in xkb-data).

If you installed it the other way around, level 3 works, but level 4
won't.

Neo2 keyboar
Now i figured out why it didn't work, I had to choose something instead
of "SHIFT + CAPS LOCK". I chose "RIGHT WIN" , who needs that key
anyways.

Work around does not work for me. The respective option magically
remarks itself after closing and reopening the option window.
