I can confirm this. This error occurs as the package misses a dependancy
to the package "menu".
So as a workaround:
apt-get install menu
Bugfix:
Add a dependancy to "menu".
(I think the reason for this bug is, that finally kvpnc runs as root,
necessary to bring up some special vnc types like p
