Hi,
You can enter the following command in a terminal:
$ ls -al ~/.config/xfce4/panel/
And count how many files called "iconbox-.rc" you can see. It
corresponds to the number of iconbox applets you added to the panel.

do you have two iconbox panel applets added to the tp[ panel by any
chance?Right click on the area where the icons appear in the top panel
to check this.
