I can't see where maintainer scripts would be restarting connman.
Furthermore, the reboot-required notification is meant precisely to ask
the user to reboot rather than restart network management daemons, since
this could mean disconnecting current connections (potentially bad for
users).

I see two options here:
1) connman is not restarted, instead user is required to reboot
2) connman is restarted during upgrade, user does not need to reboot
Option 1 is safe but slow, reboot always takes time and then you have to
restart all the applications etc which is extremely annoying.
