I don't see an entry on the Debian bug page that says that they've packaged
tesseract 3.0 up to now.

I attached a bug watch to a bug in Debian requesting a newer version of
tesseract. Since Ubuntu is based on Debian, a newer version of the
package in Debian will also appear in Ubuntu after a while.
