Did you try that LIBGL_ALWAYS_INDIRECT=true thing given in the end?
As in your case, my effects were also working but flickered while doing
anything. But using that option fixed the flickering problem, The big reply
by Rog131 in the forum post has given two links in the end which explain the
source
But how is it related to posted bug report?
In my case desktop effects were enabled and worked to some extent (they caused
screen was flickering as I wrote above)

I have found a temporary workaround for this issue, but am not sure whether

When I disable modeset i.e. boot with radeon.modeset=1, the effects
appear to be enabled but are not actually enabled, nothing happens when
I try re-enabling the effects, nor restarting X server etc. Please do
something fast, it is very irritating unusable.
