I found following TODO in the code:
"Do everything backwards if the clock is on the bottom"
So I think there is no simple workaround.

I confirm this bug also (screenshot attached).
When the clock-applet is moved to the bottom panel-bar, it does not
render its calendar/world-time popup in the correct position. Adding
multiple timezone locations seems to exacerbate the problem: the window-
height seems to be a factor.

I also have the same problem, using a single Gnome panel at the bottom.
Aligning this panel to the top shows the whole calendar popup.

I get this too. Upgrade from 10.04 LTS to 10.10. Only occurs when clock
