I can confirm this after upgrading from lucid to maverick (i386).
It is a very useful feature that I was using extensively. I keep 1000 lines in
my history and I used to never type the same thing twice..

-if I start typing a letter that is underscored in the menu, that option is
selected (eg c - Configure)
-if I type another letter, the first item in history starting with that letter
becomes the current clipboard content, and the klipper menu disappears This

This used to work in 10.04 but now I get the same issue as described
above.
The Klipper Handbook says:
You can search through the clipboard history by opening it (click on
Klipper) and typing your query. The results are updated as you type.
...this is no longer the case in 10.10 - the menu
