Oxygen is not related. Even with the default GTK+ theme Raleigh, if a program tries to load an icon that is not in either the current theme or the fallback theme, it won't be able to load it. (Catfish is a good example) Programs suffering from this bug need to use a spec-approved icon name common

This is a real issue and is now fairly widespread as a search for gtk icon oxygen will show. This seems to definitely be an oxygen issue. On one of my boxes which is running kubuntu, it effects gedit, inscape and cairo-dock so far. There are several bugs open about this addressing the symptoms,
