This bug is caused by a over agressive cron job that tries to clean
/var/cache/apt/archives. This is fixed in the current update-manager, it
will lock that directory.

this appears to be the same problem for me also
the terminal output from one of the many attempts is the same except for the
random temp folder name (tmpRBaLO) see below
I verified the folder (tmpRBaLO) does in fact exist but it is empty.
also there is no /var/log/dist-upgrade folder to retrieve
