Public bug reported:

When the bluetooth daemons are started, hcid gets invoked with
$HCID_OPTIONS as an argument.

However, if I run "/etc/inid.d/bluetooh restart", then $HCID_OPTIONS is
not passed to hcid like it should be.

With the default setup, this means that the experimental interfaces get
disabled.
