I removed all things qt, did an apt-get clean and apt-get autopurge. I
have now installed python-qt4 OK. Thanks very much.

OK. If you run sudo apt-get update and then try the install again, does it
work?
I've tried to install this in a clean chroot and it installs fine.

qt4-x11 is the source package for all Qt4 packages, so if you have any
package from Qt4 with the package version "4:4.7.0-0ubuntu4.1" then you
need to downgrade to "4:4.7.0-0ubuntu4"

I do have proposed enabled. However, I don't have qt4-x11 installed and
it's not isted when I run apt-cache search.

Did either of you have maverick-proposed enabled?

was in maverick-proposed and removed. If you have this version
installed you'll need to downgrade to 4:4.7.0-0ubuntu4 before installing
additional Qt packages will succeed.
I am using Maverick i386. I have the voria ppa for Samsung Netbooks
installed, also Google Chrome and Dropbox.
