Binary package hint: update-manager

While trying to upgrade from Ubuntu 10.04 (amd64) to 10.10 using a
mounted Alt iso, I was prompted with the question: "Include latest
updates from the Internet?", to which I picked 'No'. (Slow connection,
would rather download the updates overnight.) Shortly after selecting
'No', I'm told that I will have to download a total 943M. (On the "Do
you want to start the upgrade?" screen.)

Why am I being told (and forced) to download the updates when I
specifically selected not to use the Internet connection?
