Devscripts has a configuration file that is equivalent to the
environment variables it takes. Probably best to follow that approach.
I'm not mad about configuration through environment variables for
everything, although it obviously makes sense for simple things like
DEBEMAIL. It gets very messy.
Can't we reuse the configuration file for devscripts?

Can't we reuse the configuration file for devscripts?
That sounds quite reasonable. I guess I'd better ask the devscripts
maintainers first, though
