This issue continues to exist in Ubuntu 12.04 alpha. I set the language
to English, and the locale to Romanian.
Now the authentication dialog is displayed in English (as it should be),
but the dialog's bold header text is in Romanian (it should be in
English).

The authentication dialog is correct from the aptdaemon point of view.
Only the bold header is from aptdaemon. The rest is provided by
policykit-gnome.

Per has a point here.
I guess in dialogs, most things should be according to LANGUAGE, except for
metric units.
Also, I guess that this is a theoretical discussion due to the lack of numbers
in the texts of aptdaemon dialogs.
