After using it for over a cycle now I have become used to the
tooltip_delay behavior but now in Precise that have regressed and I

- some visual clutter to the screen. It's likely that users don't need

The quicklist should only show on right-click.
The tooltip can be deferred 1s after initial entry to the launcher, but
once it's being shown for one icon, should show on others immediately as
you move vertically from one to the other.
