Public bug reported:

Binary package hint: gnome-control-center

Whenever Appearances is opened from System > Preferences, gnome-
appearance-properties spikes to around 100%. After closing Appearances,
gnome-appearance-properties will not end, and continues to hammer the
cpu. If you open Appearances more then once, end up with multiple
instances of gnome-appearance-properties that didn't end after closing
Appearances, all using massive amounts of cpu.

Using 64 bit Ubuntu 10.10, and this happens on more than one machine
(one desktop, one laptop).
