We want a visualization that you can notice if you look for it. In
addition to the running-emblem glowing, the Ubuntu icon will glow blue
too, so the idea is, you notice that, then scan the launcher to see
which apps need your attention.

Yes, glow to blue was the right definition.
Anyway it can gain your attention only if you are looking at the
screen in the moment that it glows to blue, but after that moment it
looks almost exactly as normally.

normal state?
