To explain in further detail, the WM has nothing to do with the display
of scrollbars. Is the window showing in full screen mode under both
WMs?

This does still happen with Ubuntu Gutsy while using metacity but not
with compiz.

With compiz this doesn't happen. I haven't been using metacity for a
while, but I'll try to check this soon.
