Version 0.53.3-5ubuntu1 in Feisty works as described in the initial bug
report. You do have to call the init with the full path, but the
guidance I now have is that this is normal.

I'm reopening this based on futher testing. The init scripts no longer
do 'nothing', but will not suucessfully restart unless called with their
full path. So it's progress, but not completely fixed.

I just verified this works correctly with version 0.53.3-3ubuntu1 in
Feisty. Since the init scripts were changed for that version, I'm
marking fix released. Please reopen the bug if the probem persists after
upgrading to that version.

There's a new version of Courier for Feisty. I did some work on the
init scripts for that version. If you are in a position to try Courier
with Feisty, I'd be curious to know if you are still having problems.

and use:
dpkg -l *courier-imap-ssl* | grep ^ii
