I personally feel that showing the menu when hovering over the panel's
window controls an attractive behaviour.
It shows new users, when they go to interact with a window, that there
is a menubar hidden in the top-panel that shows when they hover over it.
To me this advertises the hidden global m

I (personally) find the switching to the menu when hovering to be
distracting too. I feel that it should be shown the entire time, except
when on the desktop with no programs open. In that case, it should work
by hovering like it does now. Maybe a tooltip could appear on
installation to the user to
