I retested with newer packages audacity 1.2.6 & 3.96.1 It works now,

It looks to me like a limitation of the buffer size in the lame
libraries. Could you please retest with newer packages (either audacity
1.2.6 & lame 3.96.1 or audacity 1.3.2 and lame 3.97)?
