chgrp: cannot access `/etc/tomcat6/tomcat-users.xml': No such file or directory
Looks like you manually removed /etc/tomcat6. Try:
sudo apt-get purge tomcat6
sudo apt-get install tomcat6
** Changed in: tomcat6 (Ubuntu)

I Tried
sudo apt-get purge tomcat6
sudo apt-get autoremove
and
sudo apt-get autoclean
but still its not working
Giving me error as
tomcat6 is not installed

Did you manually remove /etc/tomcat6 ? (if yes, you shouldn't remove
conffiles by hand but use purge instead). You can try to recreate
/etc/tomcat6 and put an empty /etc/tomcat6/tomcat-users.xml file in it.
