I have just submitted a patch to the Debian bug, which would remove the
obsolete conffile.
Please verify that this file is empty for you, and that there is a apt-
build.list file already, in case you've said to install the repository
to your sources.list.

Thanks for the bug report.
It should be named apt-build.list to be considered by apt (you may want
to rename it manually).
The package ships /etc/apt/sources.list.d/apt-build - but it should be
/etc/apt/sources.list.d/apt-build.list. This bug needs to get fixed in
the package.
