Binary package hint: gnome-panel

I am in the U.S. and have a New York/U.S. locale. I changed the time
setup manually to display in 24 hour time. However, it appears that this
does not change the time globally throughout the system. For example,
when I print a page from the internet the time always displays in AM/PM
even though I have all visible clocks set to 24 hour time.
