Thisi is not a bug. It depends by your default browser
eg. If you set chromium as a default browser and after you remove it,
Launchpad doesn't open automatically on Firefox. You have before set
Firefox as default browser

I have this problem only because firefox isn't standart browser.
If you set firefox as a standard browser apport works perfectly
