That is to expected, apport is only enabled halfway through a
development release and is disabled again shortly before release.
Usually a user doesn't want to be bothered with crash reports, and those
that want to report them can enable apport themselves.

Reason: I'm using Xubuntu Natty final version and the issue was not
fixed. apport still has to be enabled manually in /etc/default/apport
since by default it is set to "enabled=0".

can you check if apport is actually enabled in /etc/default/apport ?
It's usually intentionally disabled until around alpha3 since the system is too
unstable.
