Seems this hasn't been addressed (tested on Kubuntu 14.10), but there is
a small hack that can be used to set float. However, it will affect
*ALL* OpenVPN clients:
sudo mv /usr/sbin/openvpn /usr/sbin/openvpn.binary
sudo echo "#\!/bin/sh
exec /usr/sbin/openvpn.binary --float $*" > /usr/sbin/openvpn
