quit and start gwibber seems to fix for me.

This is not the problem. gwibber-service is running in the background,
and gwibber preferences are set to start service at login.

the text field only appears when you have gwibber-service running in the
background. could you start gwibber and see if the text field appears.
also there is an option in gwibber preferences to start the service at
startup.
