Public bug reported:

Binary package hint: empathy

When I receive a new message from a contact who does not currently have
a chat tab/window open, no indication appears other than their name
blinking in the Contact List. Whether this is a "feature" or bug, it
should be fixed. Standard behavior is to open new chat window upon
incoming message.
