I'm not certain how but LC_MESSAGES is set to en_AG.utf8 which wasn't
working out too well for me.  I manually set it to en_US.UTF-8 and
things are working much better now.

An example of the problems I was seeing:

nstalling new version of config file /etc/init/squid-deb-proxy-avahi.conf ...^M
squid-deb-proxy start/running, process 24963^M
perl: warning: Setting locale failed.^M
perl: warning: Please check that your locale settings:^M
        LANGUAGE = (unset),^M
        LC_ALL = (unset),^M
        LC_MESSAGES = "en_AG.utf8",^M
        LANG = "en_US.UTF-8"^M
    are supported and installed on your system.^M
perl: warning: Falling back to the standard locale ("C").^M

A similar bug mentioning en_AG.utf8 is bug 528166.  However their
"solution" was different.
