Re-tested.
Completely clean natty install, powernap not installed. sudo apt-get
install powernap. status powernap says not running. ps -ef | grep
powernapd shows that powernapd is not running. Edited
/etc/powernap/config and sudo start powernap, and then it's running.

HI Dustin,
By default powernapd should be running but monitoring /sbin/init using
the new ProcessMonitor.
This error might be because the new config file uses config parser
instead of being a python executable file.
Or by this you mean that we should enable some monitors by default?
