This appears to be the same problem as #707236 and for me at least is
fixed by the latest xserver-xorg-video-intel_2.14.0-1ubuntu6

corruption in xchat-
I have this too on all versions of Emacs.
It is fixed by loading with -nw (no window interface), however -q still suffers
(load without custom init i.e. color-themes etc).

I notice that changing focus to another window causes the cursor to get
redrawn in the correct place (and any remnants/artifacts go away)
