I have the same problem on Oneiric, so the status "Fix Released" is not
true.

It's caused by the Debian-specific patch to change some rubygems features.
It's fixed in the 1.9.3 branch of the Debian package, so someone could backport
the fix to the version Ubuntu uses.

I can confirm this behavior when attempting to run any ruby script by
putting #!/usr/bin/ruby -w in the beginning.
I've aliased /usr/bin/ruby to ruby191.
