ok, finally, after talking with seb128, we confirm that deactivating
grid makes snap work again. Even if you let grid activated and assign no
action on any edge, snap isn't working.

Confirmed on natty, turning off the grid doesn't make a different
neither do tweaking the snapping settings, it has no resistance neither
on viewports or screen edges
