Since koffice is modular, its import/export filters are plugins that can
be added and removed without affecting the operation of the programs
themselves.  So couldn't this filter be provided as an add-on package?
It could go in universe, so it could depend on graphicsmagick without
needing graphicsmagick to get into main first.

I'd volunteer to do this myself if I knew how, but I don't, so I'll just
leave a record of my thoughts here in case someone with the right skills
would be kind enough to consider the idea.  :)

(Note that it's not just gif support that's in question here: the
graphicsmagick filter also provides support for other common formats
like bmp and xcf.)
